The California Transitional Kindergarten Teacher Stipend (CTKS) strengthens existing efforts and investments to Transitional Kindergarten (TK) teachers and Title 5 California State Preschool Programs (CSPP) teachers. CTKS funds is intended to support TK and CSPP teachers in advancing their early childhood education and professional development for increased proficiency in using differentiated approaches to instruction specific to the needs of a TK classroom and the knowledge to effectively align the Preschool Learning Foundations with the Kindergarten Common Core Standards for ELA and Math, and the Next Generation Science Standards.
CTKS funds are tied directly to actual professional and educational expenses related to completing college coursework in early childhood/child development and/or continuing education units in ECE/CD within July 1, 2014 through March 31, 2019.  Funds will be available through March 31, 2019 as a one-time only funding or until all available funding has been expended.
The first intent of CTKS funds is to support preliminary and credentialed teachers meet the newly passed law based on Transitional Kindergarten Senate Bill 858. Pursuant to EC 48000(g), a school district or charter school must ensure that preliminary and credentialed teachers first assigned to TK classrooms after July 1, 2015 will be required to meet one of the following criteria by August 1, 2020:
Have completed at least 24 units in early childhood education, child development, or both.
Have been determined by the local education agency employing the teacher to possess the professional experience in a classroom setting with preschool age children that is comparable to the 24 units of education described above.
Have been awarded a Child Development Teacher Permit issued by the Commission on Teacher Credentialing (CTC).
Additionally, after July 1, 2015 all TK classrooms would be required to align their curriculum to the CA Preschool Learning Foundations and Frameworks. While current TK teachers are "grandfathered in," any TK teachers hired after July 1, 2015, will have 5 years to meet the above requirements.
The second intent of CTKS funds is to support CSPP teachers in increased ECE/CD education by providing reimbursements tied directly to costs incurred for obtaining a child development permit, professional development or credit bearing coursework in early childhood education, child development or both. CSPP teachers may apply to both CTKS as well as the AB212 Funds.
